The Eulogy says: Above was explained the making of offerings and requesting the turning; the second section below explains the granting of permission to turn [it] for them. There are four: first, indicating the granting of permission to turn [it] for them; second, explaining that others cannot; third, revealing the Dharma that is turned; fourth, showing the benefit obtained by those who hear it. This is the first. / The three turnings are twofold: first, for oneself; second, for others. Here it is turned for others, not the Buddha turning it for himself. / "This is the noble truth of suffering" is called the turning of pointing out the characteristics. "This should be fully known" is the turning of encouraging practice. "This has been fully known" is the turning of realization. This action of the Dharma wheel moves and operates, which is the meaning of "turning." These individual turnings cause those who hear the Dharma to generate the undefiled true noble wisdom eye. Following their order, with respect to the truth of suffering in the past, future, and present, they generate knowledge, clarity, and awakening. Thus, one turning has four aspects in general and particular; across the three turnings, each truth has twelve aspects. However, because the numbers are equal, it is simply called the three turnings and twelve aspects. The three turnings are shown in sequence to cause [practitioners] to enter the three [paths]: the path of seeing, the path of cultivation, and the path of no-learning. As explained in the previous fourth fascicle of the commentary.
