贊曰：此明住小所以。是人退性，不定姓攝，宜以權化令漸入道。以佛智慧難信難解故，非卒能學，故我化之初權後實。

The Commentary says: This clarifies the reason for abiding in the Small [Vehicle]. These people are of regressing disposition, subsumed under the indeterminate lineage; it is appropriate to use provisional transformation to cause them gradually to enter the Way. Because the Buddha's wisdom is difficult to believe and difficult to understand, it cannot be learned all at once; therefore, my transforming them was provisional first and real later.
