The Commentary says: This correlates explaining the conjured city. Being timid and weak toward the Great Vehicle, and inferior in delighting in the small, therefore midway along the path he expounded two nirvāṇas. What is learned by the two capacities and realized by the two cognitions is called "two nirvāṇas." The substance of both nirvāṇas is merely with remainder; it does not speak of with-remainder and remainderless as two. Earlier, "one city" was said by contrasting the provisional with the real, because the conjuration is one; and by contrasting principle with phenomena, because principle is without difference. Now, in relation to the faculties and capacities cultivating the causes and realizing the cognitions, he speaks of "two nirvāṇas"; this is also not contradictory.
