The Eulogy states: Within the second section below clarifying the Dharma teacher of the Dharma, there is first prose and then verses. The prose has three [parts]: first, clarifying that the Dharma is difficult to believe and understand and must not be recklessly proclaimed; next, from "wherever it is preached or read" onward, clarifying that this is the śarīra of the dharmakāya and ought to be made offerings to; and after that, from "If there is a good son or good daughter who, after the Tathāgata has entered extinction, wishes to preach for the four assemblies" onward, clarifying the rules and procedures for expounding the Dharma. Within the first [part] there are again two: first, clarifying that the Dharma teacher of the Dharma is profound and wondrous; and second, clarifying that through this, the human Dharma teacher also comes to possess superior virtues. In the first of these there are again two: first, that the Dharma is difficult to believe and understand; second, that it must not be recklessly proclaimed. This is the first. Among the sūtras of the three times, this one is difficult to believe and understand: causing one to abandon the provisional to take up the real, and [showing that] non-arising nonetheless gives rise [to all phenomena]—hence we know it is difficult to believe. Its principles being abstruse and profound, which must be realized through circuitous development—hence we know it is difficult to understand.
