The Commentary says: Third, transforming the lands to receive the guests. There are four parts: 1. transforming the trichiliocosm, 2. the buddhas immediately being seated, 3. further transforming vastly, and 4. the buddhas then being settled. In the first there are again two parts: first, transforming the land; second, moving the people. This is the first. It has three parts: first, manifesting purity; next, eliminating defilement; and finally, the fragrant flower groves. A "sou" (grove/thicket) is a woods of scattered trees; a marsh without water is called sou. Why transform the defiled into the pure? The Treatise says: "Because it manifests that all buddha-lands are equally pure, and that Śākyamuni manifests [impurity] for the sake of evil sentient beings." There is this impurity, just as Vimalakīrti explained.
