贊曰：下第三又廣變。有二：初一變二百，後一變二百，已到、未到佛有異故。初文有五：初變土量，二變惡生，三變淨相，四變惡土，五變土嚴。此初也。放光警覺、有緣召佛，十方皆照。坐、佛必須齊等，設座唯在八方。

The commentary says: Below, the third is further widely transforming [the lands]. There are two parts: first, one transformation of two hundred [myriads of koṭis of nayutas of worlds]; next, a second transformation of two hundred [myriads of koṭis of nayutas of worlds], because there is a difference between the buddhas who had already arrived and those who had not yet arrived. The first text has five parts: first, transforming the extent of the lands; second, transforming the evil beings; third, transforming into pure characteristics; fourth, transforming the bad lands; fifth, transforming into land adornments. This is the first. Emitting light awakens them and summons the buddhas who have affinities; it shines throughout the ten directions. The seats and the buddhas must be equal in number; thrones were set up only in the eight directions.
