贊曰：此釋先權所由。以方便智證入眾生根性、勝解，由意樂小、本著五欲，我且拔除生死苦故，授以小法令離五欲。五欲即是緣五境貪，故先說涅槃設化城以息苦。既得涅槃已，是人若聞今說一乘引至寶所，即便信受。

Eulogy: This explains the reason for the former provisional. Having entered into the fundamental nature and resolute faith of sentient beings through expedient knowledge, because their inclinations were small and they were originally attached to the five desires, in order to temporarily eradicate the suffering of saṃsāra for them, I bestowed the small Dharma to cause them to abandon the five desires. The five desires are greed directed toward the five sensory objects; therefore, I first spoke of nirvāṇa, setting up the conjured city to give rest to their suffering. Having already attained nirvāṇa, if these persons now hear the preaching of the Single Vehicle leading to the place of jewels, they will immediately faithfully accept it.
