The Eulogy states: The fourth mental practice is cultivating all salutary practices that benefit others. Within the prose, there are three parts: first, explaining the method of practice; next, from "Mañjuśrī, these bodhisattvas, etc." downward, explaining the fruit of peaceful dwelling; later, from "In countless lands" downward, praising the supreme excellence of the sūtra. The first text has two parts: first, teaching loving-kindness and compassion; later, teaching mindful consideration. This is the first. Regarding the method of practice, loving-kindness based on conditions wishes to bestow Dharma joy, and therefore one gives rise to loving-kindness toward both householders and renunciants. This arises within the bodhisattva lineage, not fearing the suffering of saṃsāra; hence toward non-bodhisattvas—meaning icchantikas, the two vehicles, and the like—who greatly fear all sufferings, one gives rise to compassion, practicing compassion conditioned by sentient beings and compassion conditioned by phenomena; in actuality, the two types, loving-kindness and compassion, are operated simultaneously. Here, it is based on predominance, so there is also no contradiction. The Avataṃsaka-sūtra says: "O sons of the Buddha! Bodhisattvas have ten kinds of great compassion, constantly observing sentient beings: first, observing that they have no refuge; second, that they follow heterodox paths; third, that they are impoverished and lack salutary roots; fourth, that they sleep long in saṃsāra; fifth, that they practice unwholesome phenomena; sixth, that they are bound by the bonds of desire; seventh, that they are in the ocean of saṃsāra; eighth, that they suffer from long and chronic illnesses; ninth, that they lack desire for salutary phenomena; tenth, that they have lost all the buddhas' phenomena."
