9.255

贊曰：下教作念。有二：初念惛迷，後念化導。此初也。「失如來方便隨宜說法」者，即《法華經》開昔逗小說三乘，示今逗大明一實。不近善友耳不曾聞，心曾不知不自覺悟。又不問人，設聞不信，雖信不解，惛迷之相。

The Eulogy states: Below teaches mindful consideration. There are two parts: first, considering their bewilderment; later, considering their transformation and guidance. This is the first. "Losing the Tathāgata's expedient means of expounding the Dharma according to what is appropriate" refers to the Lotus Sūtra opening the past adaptation to small capacities by expounding the three vehicles, and showing the present adaptation to great capacities by illuminating the single reality. Not drawing near to a kalyāṇamitra, their ears have never heard it, their minds have never known it, and they do not awaken on their own. Moreover, they do not ask others; even if they hear it, they do not believe; though they believe, they do not understand—these are the characteristics of bewilderment.
