9.328

來意有三：一者七品明學行流通中，前之一品明所學行，下之六品明能行人。能行人中分四，此之一品正明現在具安樂行流通之人。〈壽量〉及〈分別功德品〉因釋此疑展轉生起；〈隨喜〉及〈法師功德品〉明助正依安樂行流通之人所得功德。〈常不輕品〉明佛自身往居因位行安樂行、行忍辱等流通此經，今得佛果，勸諸眾生應勤脩學，故此品來。二者兩品明一乘行中，前品明所行行，此品明能行人，故此品來。三者論云「七者示現教化眾生無上故，地中涌出無量菩薩摩訶薩。此中明佛已曾教化無量菩薩行此四行，涌出持經，勸諸眾生云何不學」，故此品來。

The purpose of inclusion has three points: First, among the seven chapters that explain the propagation of learning and practice, the preceding chapter explained the practice that is learned, while the subsequent six chapters explain the persons capable of practice. Among the persons capable of practice, there are four divisions; this single chapter directly clarifies the persons presently possessing the peaceful practices for propagation. The "Span of Life" and "Discrimination of Merits" chapters arise successively to resolve these doubts; the "Joyful Acceptance" and "Merits of the Dharma Master" chapters explain the merits attained by persons who assist and directly rely upon the peaceful practices for propagation. The "Sadāparibhūta" chapter explains how the Buddha himself formerly abided in the causal stage, practiced peaceful practices, practiced forbearance, and so forth to propagate this sūtra, and has now attained the fruit of buddhahood, encouraging all sentient beings to diligently cultivate and learn it; therefore this chapter comes next. Second, among the two chapters explaining the practice of the Single Vehicle, the preceding chapter explained the practice to be performed, and this chapter explains the persons capable of practice; therefore this chapter comes next. Third, the Treatise states: "Seventh, to demonstrate the supreme conversion of sentient beings, countless bodhisattva-mahāsattvas welled forth from the earth. Here it shows that the Buddha has already converted countless bodhisattvas who practice these four practices, welling forth to uphold the sūtra, encouraging all sentient beings, [saying,] 'Why do you not learn it?'" Therefore this chapter comes next.
