贊曰：下六頌明報身佛無緣不見、有緣得見。中有二：初一頌無緣不見，後五頌有緣得見。此初也。眾生顛倒自不見佛，況加神通隱令不見，恐見生過神通蔽之。亦如日月自明，盲者不覩是盲者過，非日月咎。

The Commentary says: The following six verses clarify that the reward-body Buddha is not seen where there are no conditions, and is seen where there are conditions. Within this there are two parts: first, one verse on not being seen where there are no conditions; second, five verses on being seen where there are conditions. This is the first. Deluded sentient beings naturally do not see the Buddha, so how much less when supernormal power is applied to conceal him from view; fearing that seeing him would produce faults, supernormal power obscures him. It is also like the sun and moon being naturally bright: that a blind person does not see them is the fault of the blind person, not the fault of the sun and moon.
