The Commentary says: This admonishes and encourages those to be converted. Vigor is the root of world-transcendence; negligence is the basis of saṃsāra. By principle one must cultivate [the former] and sever [the latter]; how much more so when buddhas are encountered only after koṭis of kalpas! Now that one has met one, how could one fail to cultivate and sever? Therefore the sūtra says: the joy of the appearance of buddhas, the joy of expounding the true Dharma, the joy of the harmony of the saṃgha, and the joy of cultivating courageous vigor together.
