The commentary says: This explains the preceding proposition, reconciling with the past: because your faculties were not yet mature and you had not awakened to the Great Vehicle, you were not fit for it to be expounded to you; now that your faculties are mature, it is precisely the time, therefore it is expounded for you. This is the same as the 'Conjured City Chapter' stating: 'Monks! If the Tathāgata knows of himself that the time for nirvāṇa has arrived, that the assembly is pure, firm in faith and understanding, fully comprehending the Dharma of emptiness, and deeply entering dhyāna-meditation, he then gathers the assembly of bodhisattvas and śrāvakas to expound this sūtra for them: in the world there are not two vehicles by which extinction is attained; only by the Single Buddha Vehicle is extinction attained.'
