The Commentary says: This verse explains who is competent to be told it; they possess four virtues: First, shame (hrī), respecting and revering the worthy and good, and also looking back upon oneself with feeling ashamed of faults and transgressions; second, remorse (apatrāpya), keeping distance from and resisting violence and evil, and also taking note of the world with feeling ashamed of faults and transgressions; third, purity, being unblemished within and without and casting aside worldly fame and gain; fourth, aspiring to seek the Buddha path without looking back upon the two vehicles. Only those who can believe this sūtra and are not of the class deluded about phenomena may be told it. Even if they are deluded about phenomena, if they meet another buddha, they will then be able to achieve definitive understanding of the path of the Single Vehicle.
