The Commentary says: The three verses here versify the fourth major section of the chapter, urging them to give rise to a joyful mind and causing them to delight in becoming buddhas. The first verse and a half clarify that the Buddha-dharmas are all identical, and without studying them one will not understand. The latter verse and a half urge them to understand and generate joy, delighting in seeking to become buddhas, which can be understood from the text.
