Regarding the purpose of its inclusion, there are three points: First, the commentary explains concerning the fourth among the six prophecies, the prophecy of no resentment, saying: 'Giving a prophecy to Devadatta shows that the Buddha, the Bhagavat, is free from resentment and malice'; therefore this chapter comes next. Second, among the four chapters praising the importance of circulation, this is the third, showing that the person who upholds this sūtra is to be respected, not begrudging body or life to seek this Dharma, using one's body as a couch for an enemy; therefore this chapter comes next. Third, to show that the marvelous function and benefit of this sūtra are boundless and the attainment of the path is also swift—namely, the Dragon Girl of the ocean assembly attaining the path; therefore this chapter comes next.
