為二解，一云且據非退，創據小者云未修善；一云設曾修大，非增上品未成定位云未修善根，非全不修。

There are two explanations: one says it is tentatively based on those who have not retrogressed, those who first rely on the small, saying they have not cultivated good; the other says that even if they formerly cultivated the great, because it was not of the superior grade and they had not accomplished the determinate position, it is said they had 'not cultivated good roots,' not that they did not cultivate at all.
