Third, the persons who attain them: Among sentient beings of the desire and form realms, regarding the divine eye: those in the six heavens of the desire realm and the three continents excluding Uttarakuru who have attained the fundamental absorptions of the four dhyānas are able to give rise to the divine eye, because they are acknowledged to attain supernormal powers. The two vehicles possess the wisdom eye, because it illuminates the principle of the emptiness of persons. Although they also attain the dharma eye, because they are lesser and inferior, they are not spoken of as having accomplished it. Bodhisattvas possess the dharma eye, because having the cognition of modes, they can cognize everything. Buddhas possess the buddha eye, whose characteristics are obvious and can be known. Furthermore, accomplishing the later necessarily entails attaining the former; the superior can encompass the inferior, but the inferior cannot accomplish the later; hence accomplishing the former does not necessarily mean one can accomplish the later. The Mahāprajñāpāramitopadeśa says: "Devas possess the divine eye, the two vehicles possess the wisdom eye, and bodhisattvas possess the dharma eye."
