聲聞久來學小，雖信自得作佛，恐未決定，令得決定之心，故與記別。菩薩先不學小，但恐彼退，聞說一乘知無別小，即住大決定，故不假記。又亦與記別。

The śrāvakas had long studied the Hīnayāna; although they believed that they themselves would attain buddhahood, fearing they were not yet resolved, [the Buddha] bestowed prophecies upon them to cause them to attain a resolved mind. Bodhisattvas had not previously studied the Hīnayāna, and [the Buddha] merely feared they might regress; upon hearing the exposition of the One Vehicle and knowing there is no separate Hīnayāna, they immediately abide resolutely in the Great [Vehicle], so they do not require prophecies. Furthermore, they are also bestowed prophecies.
