不能了知一切法故，非種智故，故不得車。何以故？以未離智障故，如何得化城？以三界苦息故，得於解脫故，惑障已離故。

Because they cannot fully comprehend all dharmas and lack sarvākārajñatā, they do not obtain the carts. Why? Because they have not yet abandoned the cognitive obstacle. How do they obtain the phantom city? Because the suffering of the three realms is pacified, they obtain liberation, and the afflictive obstacle has already been abandoned.
