次誓願者，若但慈悲，喜多退墮，「魚子菴羅華，菩薩初發心，三事因時多，及其成就少。」以不定故，須起誓願，要期制持此心，即菩提堅固。

Next, the vow: If there is only benevolence and compassion, one is very prone to backsliding: 'Fish eggs, āmra flowers, / And a bodhisattva's initial resolve— / These three things are many at the time of the cause, / But few when it comes to fruition.' Because it is unstable, one must make a vow to constrain and uphold this mind by bounden purpose, so that bodhi becomes firm.
