1.14

何因緣者，因緣甚多，略言境智因緣。若就眾生，則以善、惡兩機為因，聖人靈智慈悲為緣；若就聖人，觀智慈悲為因，眾生機感為緣。以是因緣，名觀世音，如上釋也。

As for "by what causes and conditions," causes and conditions are very numerous; briefly speaking, there are the causes and conditions of object and wisdom. If in terms of sentient beings, the two capacities of wholesomeness and unwholesomeness are the cause, and the sage's marvelous wisdom and compassion are the condition; if in terms of the sage, contemplative wisdom and compassion are the cause, and sentient beings' capacity and resonance are the condition. By these causes and conditions, he is named Avalokiteśvara, as explained above.
