The commentary says: Compassionately mindful of sentient beings as though regarding an only child, hence it is said that supreme mindfulness is firm. Constantly in the world without abiding in nirvāṇa, hence it is said that the mind is constantly non-abiding. This prevents the error of the two vehicles. The contemplative mind is brightly lucid, untainted by the various outflows; hence it says "pure and undefiled." Universally traversing the six paths, penetrating them all as empty and quiescent; hence it says "not clinging to the three realms." This stops the evil of ordinary beings. This clarifies not abiding in the characteristics of precepts of ordinary beings and noble ones, which is what was referred to above as "not abiding in the characteristics of precepts"; this is called the world-transcending śīla-pāramitā.
