論曰：此下第二發言而請。於中有二：先舉所為時節、後請為彼宣說。初中像法住世末劫中者，先廣說經為益正法之時，今此經者為化像法之節，隨時厚薄設教異故。

The treatise says: Below this is the second [part], uttering the request. In this there are two: first, citing the time period for whose sake it is made; second, requesting that it be proclaimed for them. In the first part, "the semblance Dharma remains in the world, and during the final kalpa" means that the previously spoken extensive sūtras were for the benefit of the time of the correct Dharma, whereas this present sūtra is for the period of transforming during the semblance Dharma, because teachings are instituted differently according to the depth or shallowness of the times.
