The commentary says: Herein, it first reveals the principle, and later directly responds to the question. Revealing the principle: when one attains non-abiding, the unarisen mind is constantly quiescent and extinguished without any emerging from contemplation; realizing that fundamentally there is no arising, it also does not newly enter; for this reason it says, "the mind has no going out or coming in." Since such a contemplative mind has no going out or coming in, it is precisely the innate awakening of the tathāgatagarbha mind; this clarifies that initial awakening is identical to innate awakening. Since this unarisen mind is precisely the fundamental storehouse, fundamentally quiescent by nature and not moving or activating anymore, how could there be entering and emerging, activation and cessation? These words reiterate and establish the meaning of having no going out or coming in.
