The Commentary states: From here below is the third [part]: conforming to the principle, extinguishing defilement, leaving agitation, and resorting to tranquility. Within it there are two: directly revealing, and repeatedly establishing. This directly reveals leaving agitation and resorting to tranquility. "If there is no thinking or reflecting": beginning from the first bhūmi up to the buddha bhūmi, one gradually conforms to the equal dharma-realm of the one mind, because all thinking, reflection, and discrimination are forever absent. "Then there is no arising and ceasing": whereas previously, due to thinking and reflecting, there were characteristics of arising and ceasing, now that there is no thinking or reflecting, discrimination is forever absent, because the two kinds of arising and ceasing are completely abandoned. From this point onward, conforming to the principle one does not move, and to the end of the future boundary one never moves again; hence it says "truly not arising." When the two kinds of arising and ceasing completely subside, the movements of the eight kinds of consciousness all return to quietude, and the flowing stream of the six defilements is forever extinguished and does not arise; hence it says "the consciousnesses are peaceful and tranquil, the flowing stream does not arise." Because the flowing stream does not arise, the dharma-realm is fully revealed; because the consciousnesses are peaceful and tranquil, the four cognitions are completely fulfilled; hence it says "one attains the purity of the five dharmas." The power of conveying [beings] does not surpass this; therefore it concludes in general by saying "this is called the Great Vehicle." The text directly clarifying leaving agitation and resorting to tranquility is finished.
