The commentary says: From here on is the second [part], the re-elaboration. Within it there are two: first, elaborating initial awakening; second, elaborating innate awakening. In the first there are also two: first, elaborating the emptiness and tranquility of the various consciousnesses; second, elaborating the unarisen nature of the various consciousnesses. The former is that which is awakened to by initial awakening; the latter is the initial awakening that can awaken. Within the former, there are six rounds of questions and answers, among which there are three [subdivisions]: first, the first two questions and answers directly clarify emptiness and tranquility; second, the third question and answer clarifies the dissimilar character; third, the latter three questions and answers clarify the non-different character.
This first question and answer clarifies the absence of stirrings and arising. The word 'could it be that all' (ke-yi) means 'all', referring to all the eight consciousnesses possessed by all sentient beings. 'Arise conditioned by objects' points to the objective condition (ālambanapratyaya) among the four conditions to challenge the idea of being unmoving.
