The commentary says: From here on is the third [section], the Tathāgata emitting light to indicate and praise the bodhisattva. Within it there are two [parts]: first, the sūtra compiler's preface.
The reason he emits a great light that illuminates the great chiliocosm is to symbolize the attainment of the great light of wisdom, illuminating the darkness of the world to cause it to attain light, and thereby confirming what the Tathāgata previously praised.
'Great indeed is the bodhisattva' specifically praises Bodhisattva Apratiṣṭhita.
'His wisdom is complete and fulfilled' is because there is nothing he knows, yet there is nothing he does not know.
'In the four postures, he constantly abides in the original benefit' is as previously introduced: coming from afar to draw near to the Tathāgata's seat, through which he demonstrated the benefit of innate awakening.
'Not coming, yet going and going' is because he is tranquil yet constantly transforms [beings]. 'Not coming' means that in accordance with his guidance and transformation, he causes them to attain transcendence of the world and not regress. 'Going and going' means that in accordance with attaining non-retrogression, they progressively transcend and depart, thus being well-gone.
