次四辨普賢三業，能雲雨利他，何故不說； 次二正舉性報二土是十力修得，勸應機為說； 下二結請。 所以唯十地內具加請者，為成因證行法，餘即不爾也。

the next four analyze that Samantabhadra's three modes of action are able to shower clouds and rain to benefit others, so why does he not speak; the next two directly adduce that the two lands of nature and retribution are cultivated and attained through the ten powers, urging him to speak in accordance with capacities; the two below conclude the entreaty. The reason why only within the ten grounds empowerment and entreaty are fully present is to accomplish the Dharma of causal realization and practice; the others are simply not like this.
