二來意。何故來者？前歎化主，此歎所說教法。何故獨此會明？答：此起化初故、總歎人法深勝故。

Second, the purpose of its occurrence. Why does it occur? Previously the converting master was praised; here the expounded teaching-dharma is praised. Why is it clarified solely in this assembly? Answer: Because this is the beginning of initiating conversion, and comprehensively praises the depth and excellence of the person and the Dharma.
