Second, the purpose of its emergence: there are two points. First, discerning the origin of the emergence of the teaching and the assembly: from here below is the third [division], the section on cultivating and fulfilling virtues by relying on conditions. Why does it emerge? Above, having already obtained the Dharma, next one must rely upon the Dharma and proceed according to conditions so as to cultivate and fulfill the virtue of practice; therefore, in the texts of the subsequent two chapters there are both words of exhortation. Thus we know the purpose of these two chapters' emergence: previously, the nature of the sagely [state] became manifest, and desiring to attain a division that is not shared with ordinary beings, it therefore follows next.
