二次第者，何故最初明此地者？謂先地前加行功力無間發起本性無流功能，令生現行。初無流智證見真理，滅惑成行，故先明此。

Second, the sequence: why is this bhūmi explained first? It means that previously, the effort of preparatory application prior to the bhūmis uninterruptedly activates the fundamental, outflow-free function of one's nature, causing it to manifest in active operation. With the first outflow-free wisdom, one realizes and sees true reality, eliminates afflictions, and accomplishes practice; therefore, this is explained first.
