19.11

第三無恚恨行中，初舉法勸修內，城海住者，若隨相釋，此城近南海而住。若准下文，出於財法，施不可盡，故云海住。優婆夷名自在者，約行則忍離瞋癡，故云自在。若約德用則作用任志，故云自在，即下所顯是也。天竺本名真實富滿。解云：以財法遍充故也。

In the third, Non-Resentful Practice, first, in presenting the Dharma and exhorting practice: the city named Ocean Abode: if explained according to outer appearances, this city sits near the southern ocean. If according to the text below, producing material goods and Dharma, its giving cannot be exhausted, hence it is called “Ocean Abode.” The upāsikā named Sovereign: in terms of practice, patience is free from anger and delusion, hence “Sovereign.” In terms of virtuous function, her actions conform to her will, hence “Sovereign,” which is precisely what is revealed below. The Indic text is named “True, Rich, and Full.” The explanation says: because material wealth and Dharma are completely abundant.
