19.16

第四無盡行中，初舉法勸修內，城名大興者，精進熾然故云也。又廣以財法起成大施，故以為名。長者如前釋。精進行味之中最勝，故名甘露。行德勝出，表之如頂。

In the fourth, Inexhaustible Practice, first, in presenting the Dharma and exhorting practice: the city named Great Flourishing: because zeal blazes fiercely, it is called so. Furthermore, broadly initiating great giving with wealth and Dharma is why it is named so. “Elder” is as explained before. Being the most supreme among the flavors of the practice of zeal, he is named Amṛta. His virtue of practice surpasses all, signified as a crest.
