In the second, Beneficent Practice, first, in presenting the Dharma and exhorting practice: first, the country named Śūna: this means pure, and also good; it is the name of a great river. That is, the country has this river and takes its name from this circumstance. All non-Buddhists and worldly people say: “Bathing in this river completely extinguishes sins and increases merit,” hence it is taken as the name. It signifies the practice of keeping the precepts, abandoning and departing from karmic wrongdoing. The boy named Śakradevendrā: “boy” signifies the purity of precept practice; being sovereign in the precepts, he is named “Lord of the Devās.” Furthermore, according to the Indic text, he should be named “Sovereign of the Faculties,” because the Sanskrit name Indra is here translated as Śakra's name; indriya is here translated as “faculty”; īśvara is here translated as “sovereign,” and also as “lord.” Because the Sanskrit words for Śakra and faculty are close, each is based on one name. Second, exhorting him to go and instructing him to ask.
