19.62

第三等諸佛迴向知識中，初舉法勸修內，城名可樂者，已境界等佛土，可願樂也。長者無上勝者，以得勝通，更無加過，故以為名。

Regarding the spiritual friend of the third, the Dedication Equal to All Buddhas: first, in presenting the Dharma and encouraging practice, the city named "Delightful" is because its realm is equal to Buddha lands and can be wished for and delighted in. The elder "Unexcelled and Superior" is named so because he has attained superior supernormal powers, with none surpassing him.
