3.38

六轉處者，小乘唯一娑婆百億鹿園等處；三乘或一百億或千百億或如恒沙為一佛化境；一乘遍通樹形等界乃至華藏猶如帝網重重主伴，經云「此是盧舍那佛常轉法輪處。」

Sixth, the place of turning: in the Hinayana, it is only the ten billion Deer Parks and so forth of a single Sahā world; in the three vehicles, it is ten billion, or a hundred thousand billion, or like the sands of the Ganges as the conversion realm of one Buddha; in the One Vehicle, it universally pervades tree-shaped realms and so forth down to the Padmagarbha, like Indra's net manifold with principal and retinue. The sūtra says: "This is where Rocana Buddha constantly turns the dharmacakra."
