6.109

初中功德林說者，以是會主故。又表此行法眾德建立故。三世同說者，謂佛出雖異，同說十藏，顯此十種法界之行，如大王路三世無易，故云同說。

In the first: Spoken by Guṇavana (Forest of Merit), because he is the host of the assembly. Furthermore, it expresses that the multiple virtues of this practice-dharma are established. That the three times teach the same means that although the appearances of the Buddhas differ, they identically expound the ten treasuries, revealing that these ten kinds of dharmadhātu practices are like a great king's highway, unchanging through the three times, hence called teaching the same.
