二來意者，前序分既彰，正宗宜顯故也。又前眾既集，次正說授，故次來也。

Second, as for the purpose of its occurrence: since the preceding introductory section has already been manifested, the main doctrine should now be revealed. Furthermore, since the preceding assembly has already gathered, the next step is the actual expounding and conferral; therefore it occurs next.
