Second, concerning the inhabitants: in the Hīnayāna, only noble ones with residue remaining and ordinary stages dwell there. In the three vehicles, among the three lands, the first two are shared by ordinary beings, followers of the two vehicles, bodhisattvas prior to the bhūmis, and the Buddha's nirmāṇakāya; the last one is inhabited by bodhisattvas on the first bhūmi and above and the Buddha's saṃbhogakāya. As for the Sandhinirmocana Sūtra's statement that bodhisattvas on the third bhūmi are born in the Buddha's pure land, that explains the meaning in terms of the seven bhūmis, so the first bhūmi corresponds to their third. Furthermore, as for the Awakening of Faith permitting bodhisattvas prior to the bhūmis to see the saṃbhogakāya Buddha, that is according to the Final Teaching, seeing through samādhi. In the three kinds of the One Vehicle, when spoken of mostly: the first is the stage of seeing and hearing; the second is the stage of understanding and practice; the third is the stage directed toward the fruit. The universal application can be known accordingly; the Buddha bodies in all three places are equally the ten Buddhas.
