Second, in concluding the universal pervasion, there are two parts: first, revealing that the Dharma universally pervades inexhaustible worlds; second, there are ten sentences explaining the reason for this pervasion, asking: why is it that throughout the ten directions, this Dharma is identical in preaching place, preacher, Dharma preached, and confirmation? It is explained through the ten sentences on the Buddha's power and so forth:
1. This Rocana Buddha and all buddhas each jointly empower it with their present spiritual majesty; hence it is made so.
2. It is upheld and sustained by the fundamental vows of all buddhas.
3. Because of the wish to show that the principle and order of the Dharma attained by the Buddha are like this, pervading the ten directions.
4. To illuminate the light of the Buddha's wisdom, causing it to shine everywhere.
5. Wishing to cause understanding and awakening to the true reality to be universal.
6. The dependent origination of the dharmadhātu is naturally so by mutual conditionality; hence it must be preached everywhere.
7. For the sake of those who delight in the Great Dharma, revealing this vast Dharma that accords with the nature, causing them to rejoice.
8. The Buddha's virtues universally pervade, and he wishes to fully praise them.
9. Revealing the Dharma identically attained by all buddhas of the ten directions, meaning equality without differentiation.
10. In order to cause them to understand and know that the dharmadhātu of the ten directions has no dual paths.
It is through these ten meanings that universal pervasion is spoken of. The reason ten are spoken is also to serve as a paradigm, revealing inexhaustibility. The meanings of concluding universal pervasion in all texts above and below are to be understood in accordance with this. Up to here, the continuous prose and unmetered preaching in all places of this world and other directions—the total inexhaustible worlds—is concluded.
