Question: Throughout this sūtra, the practices and vows of Samantabhadra are frequently spoken of, and within this chapter they are spoken of most extensively; why, then, having entered the bhūmis, are they not mentioned at all? Answer: This is because this [prior context] is based on the One Vehicle, whereas the bhūmis are based on the three vehicles. Question: Can the One Vehicle lack [the stage] above the bhūmis, and can the three vehicles lack [the stage] prior to the bhūmis? Why are they not revealed equally? Answer: In terms of principle, they are indeed equal. But prior to the bhūmis it is suitable to reveal the One Vehicle, while above the bhūmis it is suitable to gather the three vehicles; hence it is stated in this way. What is meant by 'suitable'? It means that for an inferior station prior to the bhūmis to directly attain the manifested station of Samantabhadra is suitable for sovereign mastery; whereas if it were attained in the superior station above the bhūmis, the aspect of Samantabhadra's sovereign mastery would not be manifest. The remaining meaning will be distinguished separately below. The fifth assembly is concluded.
