四辨通局。發趣文局初地，以最在初故。義通十地，通解十地故。餘三義局，初地報等殊故。文通十地，地地皆有故。

Fourth, distinguishing the universal and the restricted. The text of 'setting forth' is restricted to the first stage because it comes first of all; its meaning applies universally to the ten stages because it universally understands the ten stages. The meanings of the remaining three are restricted, because the retribution and so forth of the first stage are unique; their texts apply universally to the ten stages, because they are present in every stage.
