初來意，為答第二會中十通問故，以二品明業用廣大，前定、此通，義次第故。亦由依定發通。

First is the purpose of arrival: it is to answer the question about the ten supernormal powers in the second assembly, because two chapters explain the vastness of activity and function—previously samādhi, here supernormal powers, which is the sequence of meaning. It is also because relying on samādhi gives rise to supernormal powers.
