5.17

第二「於一切」下，明起果用。文有三業：一現佛身業，遍世同事；二同佛意業，總持大法；三得佛語業，能轉法輪。不退有四：一稱理不退，無改說故；二應機不退，無虛發故；三利益不退，聞已必定故；四調伏不退，天魔外道不能動故。復有四種不退，謂信、位、證、念，今當第四念不退也。

Second, from "in all" onward clarifies giving rise to the fruition functions. The text contains the three actions: 1. Manifesting the Buddha's bodily actions, performing identical deeds throughout all worlds; 2. Concurring with the Buddha's mental actions, maintaining the great Dharma through dhāraṇī; 3. Attaining the Buddha's speech actions, able to turn the wheel of Dharma. Non-retrogression has four types: (1) Non-retrogression in according with noumenon, because there is no altered teaching; (2) Non-retrogression in responding to capacities, because utterances are never in vain; (3) Non-retrogression in benefiting, because hearing it leads to certainty; (4) Non-retrogression in subduing, because heavenly Māras and non-Buddhists cannot shake them. Furthermore, there are four kinds of non-retrogression: faith, station, realization, and mindfulness; here it corresponds to the fourth, non-retrogression of mindfulness.
