Seventh, King Anivartitasaṃkalpa (Inappeasable / Jayatīrtha / Anala), lodges in the practice of non-attachment (asaṅga-caryā). In the first part, proceeding and seeking in accordance with the teaching: first, reflecting on the teaching to achieve benefit; later, from "gradually" onward, proceeding to seek the next friend. Having entered his country, he must hear about its governance. The word tuoluo (tāla/tāra) translates here as "bright and pure." A banner (dhvaja) means to establish, representing that the practice of non-attachment relies on the purity of prajñā, brightly establishing supreme practices. The king is named Inappeasable (Anala/Anivartita) because with illusion-like expedient means he transforms without any attachment, and therefore has no mind of fatigue or weariness.
