第三「時彼長者」下稱讚授法。授法中，先標名體，由無作無依，故能遍至。遍至是用廣，無依是體勝。無依者，不依他故。無作者，離加行故。二「善男子云何」下徵釋業用。釋中明至一切處，廣說法故。文中，先舉三千、後「如於此三千」下類顯十方。

Third, below "Then that elder," praising and transmitting the teaching. In transmitting the teaching: first, marking the name and essence; due to non-action and non-reliance, he is able to reach everywhere. Reaching everywhere is the breadth of function; non-reliance is the superiority of essence. Non-reliance means not relying on other things. Non-action means being free from effort. Second, below "Good son, how," questioning and explaining the function of activity. In the explanation, he explains reaching all places and extensively preaching the Dharma. In the text, he first raises the three-thousandfold world system, and later, below "Just as in this three-thousandfold," analogously reveals the ten directions.
