Among the ten dharmas in the prose of the third [group], the Tuṣita [Devas]:
The first deva attains the dharma-gate of the general mark: when all Buddhas are about to arise, they are all born in that heaven; at the time of descending to be born, they universally respond to the dharmadhātu, suddenly expounding the Avataṃsaka as the complete and perfect teaching.
Second, regarding 'exhausting empty space' and so on: the light and physical body both pervade the realms of space, and being completely ungraspable, it is called 'pure.'
Third: by the power of pure vows, destroying the suffering of afflictions and karma.
Fourth and fifth can be known.
Sixth, regarding 'universally transforming' and so on: 'universal' means without partiality; 'constant' means uninterrupted. Showing their true bliss is the tathāgatagarbha.
Seventh: the realm of self-awakened wisdom is what the Buddha has already entered; therefore, he shows beings that they may awaken together.
Eighth: using pure merit to consolidate the bodhicitta.
Ninth means looking up in contemplation and transforming those below.
Tenth is illuminating and manifesting with rapid speed.
