二普觀一切法悉自在者，智身解脫也。此有三義：一以普眼於一切法，無不能觀；二觀一切法不壞事而全理；三於一法中見一切而無礙，並名自在。

Second, "universally contemplating all dharmas with complete sovereignty" is the liberation of the wisdom-body. This has three meanings: first, with the universal eye regarding all dharmas, there is none it cannot contemplate; second, contemplating all dharmas does not destroy phenomena while being wholly noumenon; third, within a single dharma seeing all without obstruction—all of these are named sovereignty.
