Second, from "such as these" onward is the scope of the promised preaching, meaning that he will speak fully. "Receiving the Buddha's power" refers to the Buddha of the present assembly. If one says "fully," why does the text below only speak of the establishment and the ocean of worlds? Because the transmission of the sūtra was incomplete. Furthermore, although it only speaks of the two oceans of worlds, it also already comprehensively possesses the thirty lines of questions. That is, realms must have living beings who depend on and abide in them; there must be buddhas who manifest; the establishments differ; and they are karmically induced by actions. The rest may be inferred.
